Mr. Montaser Al Aemara\  the role of the  Independent Electoral Commission is the  judge and opposition  at the same time 

In private program on Al iraqia satellite channel the officially media net  hade been released in Sunday's evening to necessary presence of  third party searching in the objections that offered from the political entities against the independent electoral commission and decide the matter and wandering in situation of the independent electoral commission play the role ( position and referee ) in the seam time so it must being another party to make the right decisions in this case for ex. ( supreme judiciary council , ministry of justice or ministry of interior ) the important condition it must be neutral to make the right decisions and try to be fire with all the political entities  . The election in Iraq was happened throw five years ago and it was poverty to this ideas and we want from deputies council to adopt this idea to make guaranty for the next parliamentarians election and succeed this operation but we think that is important to develop the democratic operation in Iraq and that is well for all parties .

   Observations abut the financial baguette 2009

 1- the government didn’t submitted the official final  reports of finance budget for passed years after overthrow  the former regime even right now and we don’t know when the government will submit the final accounts ? these accounts are very important to detect abut the why of spending and wasting   money from the government in the same time and to found the real numbers of spending money and to know the finance  corruption .

Solution : identify date for the government and ministry of finance to submit final a accounts for the year ( 2004,2005,2006,2007,2008) the deadline to submit these accounts is in 2009\6\1 as a report from the office of  financial supervision  according to these reporters the council of representatives have the right of  investigation with the government and ministry of finance legally according the law of general budget . 

2- the staffs  of  state settle down the staffs of general secretary of ministers council  and that is surround on article number 86  in constitution abut legislation a law to each ministry .

Solution: delete  al degrees of functional of ministries of state within the staffs of general secretary of ministers council , identify a date to government to submit the law projects  to each ministry the deadline is in 2009\5\1 otherwise the representatives council have the right to take confidence from ministers the ministries according to law .

3- have been created  anew position ( adviser of national security ) by Mr. Braimer has been given this position to dr. Moafaq Al Robaey  as a official for 5 years and this period almost end , that not mentioned in Iraqi constitution and had been allocated  more than 23 billion I.D these money are  illegally.

Solution: delete this position , reducing all allocation  money until zero  ,take all legal actions by law to any one issued these orders because that is wasting for general money .

4-had been allocated 38 billion I.D as compensation to general leader of armed forces and his citizen  staff number of this staff        ( 62 persons ) , this money unacceptable and unreasonable.

Solution: remove all money to the agriculture and industry sector by activation the national  industry and agricultural throw investment and included that the law of finance budget .

5-responded in some of article in the finance budget  allocations   amount of money  but we don’t know where are these money ? and for what ? .

Solution : remove all these money to the industry and agriculture sector without except and this included in finance budget .

6-the representatives council and the high justice council didn’t submitted the  budget for adoption it and that  is breach of legal for the law of general budget .

Solution :  adopting the representatives council and high justice council budget before adopting the general budget for don’t fill in breach legal .

7- project text of general budget is spending for 25% from allocations in the first  half    year otherwise the ministry  of  finance have the right to  remove all money to another fields .

   The representatives council have the right in addict with ministers and governors and take confidence from negligence according to law.

 8- because of finance corruption in the ministry of trade and ministry of labor and social affairs throw ration card and the net work of social protect ,  the representatives council try an investigation with the two ministers if the law prove thy are guilty the will take confidence and  exempt from there positions .

after dawn in the monotheistic religions (Jewish , Christian , Muslim ) and developed these to sectarians because of this different the wars started and killed thaw send of peoples leaved new generators don’t know any thing abut unity  just hatred among sectarians the former successive governments had been played  the big role in Iraqi's  history and how to grownup the struggles between sectarians but the Iraqi people always wish " this struggle as soon as will end " but that difficult on Iraqi people because this issues have been for along time and to win over this difficult is needing to change from our self to remove to the next level and this is the point ( the unity among all religions, sectarians, nationalities  ) and go on for new Iraq has been bulled on love peas and let all struggles and the writer explained this situation like a woman suffered from the daily routine of caring the same bag for 30 years  and at one day the woman feel in this bag is very heat and heavy but her friend told her that the thing she was carrying wasn’t her bag it was the teapot .

the point of this story is to explain the problem in simple way  and notice to general problem and the role has been played in Iraqi  society and the species has been lateen among Iraqi sectarians .
