Chapter two:
Affiliation and Membership conditions
Article four :-
The affiliation to union is optional to Every Iraqi Take one or more
of the following positions in Iraqi state :-
• member of Legislative authority .
• ministers or some one in the same level ( former minister ) .
• affiliation members of provincial councils which un affiliation to
province Will be recognized later.
Article five :
details Require from the members:
* the member affiliates to the General Authority as will full
application form and pay Annual subscription fee .
* Commitment to union law , Internal system and all License issued
from the union .
Chapter three
:
Union's formations
The union Consists :
- General commission
- General secretary
- Branches of the union .
Article seven :
General commission :
1 : General commission composed from all members affiliated to the
union .
2: general commission is the high authority in the union and it
identifies by the internal low .
3: general commission resided regular meeting according to
invitation from union's presidents once time every year
4: general commission resided in regular meeting in two situations :
• decision from general secretary and agreement by most of all
members .
• requirements from members of general commission and agreement no
fewer than 10% addition to that submit reasons to make this meeting
, final the general secretary give them agreement to make this
meeting
5 : the meetings of general commission if the quorum achieved in 50
% if lees postponed to the next day and the quorum complete in
presence any number of members .
6 : decisions decided in the meetings of general commission by
Simple majority .
Article eight :
General secretary :
• I.: it consists from presidents of union and his two deputies and
teen members with for members reserves which thy were elected by
general commission .
• II : meetings of general secretary must by periodically so it
identifies dating of it's meetings and the quorum must be complete
to held meeting , either the emergency meetings thy will be
according to request from presidents of union or three members of
general secretary .
• III : the decisions of general secretary issued by agreement of
Simple majority , if the votes were equal the winner will be the
side who chair by president of meeting .
• IV : if the president of union is absent take his place his first
deputy and also if thy were absents the second deputy take their
places and the general secretary have the right to election one of
their members to take places of the president and his tow deputies .
• V. : general secretary must be formation committees according to
need to their for ex ( committee of media , committee of studies and
research , and public relations , …..) .
• VI : president and members of general secretary must be freelance
to work in the union .
• VII : member of general secretary have right to offer exemption
request from his situation and change with one of reserve members
• VIII : member of general secretary exempt from his situation if he
absent for five times avalanches .
Article nine :
Branches of union :
The union must have formation branches in every religion and
governorate un affiliated with religion .
chapter Four
Union's financial
Article X :
• I.: union's financial sources from :
1- instead of annual subscriptions .
2- gifts , grants ( unconditional ) .
3- profits from the publications and objectives which adopted by
union .
• II :
1- open account in the name of union in one of banks in Iraq .
2- Deposit And drainage is making throw tripartite committee from
general secretary including president of the union .
3- general secretary have the rights to performance the financial
archives according to Regulatory Contexts working on .
4- organizing the financial relations ship with another branches
later according to official record .
5- general secretary organizing Employment contract the union's
officials .
6- members of general secretary receive annual reward volute no more
than 25% from the union's annual revenues .
7- general secretary decides granting high reward to any member of
general commission members work on facilitate getting the union any(
unconditional ) granting or source .

Union's archives
Article eleven :
Union have these archives as below :
1- members archives .
2- meetings report archives .
3- financial archives .
4- furnishings archives .
5- correspondents archives .
6- committees archives .
7- conventions archives .
8- and any archives decided by general secretary .
Chapter six
Election
Article twelve :
I.: general election for union to elected president , members and
reserves members of union for four years and must remained quorum to
general commission and the presence of judge .
II : general secretary consists supervisor committee on election
continued on five members from general commission one of them
president of committee these members haven't the right to nomination
for any situation in this election so the mission of this committee
is organizing election .
III : election of president of union (on separately ) , any one of
the members have the right to nomination and the winner who have the
high votes .
IV :election of general secretary conducted in the same time ,
members have the right to nomination and wiener in the general
twelve seats when thy have the high votes and four seats to servers
members in general secretary , the valuation for men and woman is
the same in the general commission .
V. : election of president's deputies after the first meeting to the
general secretary to the first election that by conducting direct
secret ballot supervision by presidents of union, the first deputy
have the high votes and it must be one of the deputies woman .
VI : the finally results of elections certified by the judge .
